  I don't want to second guess the Astronomishe Rechen-Institut, which was
responsible for numbering objects in the 1930s.  But I will say that
Demetrescu reported his discovery of "une plan\`ete inconnue" on two
nights (1915 Oct. 9 and 14) in AN 201, 399.  He reported only approximate
positions and derived circular orbital elements for object designated
(at the time) 1915 YH (now called A915 TJ).  Additional semi-accurate
observations (some being remeasures of the original measures) and one
accurate observation appeared on AN 202, 53.  An orbit from this set
of measures would not have allowed followup at subsequent oppositions.
When the object was rediscovered in 1930, it was followed long enough
for it to be reobserved in 1932.  After this the object was numbered
(AN 247,153) and there is mention there of the identity with 1915 YH.
Our computer files were missing the non-discovery observations (which
will be fixed [for what it is worth] on the next monthly filing
cycle) and do not have a reference for the (1189) = A915 TJ identification.
A quick check of the literature shows the identification of A915 TJ
= (1189) was by Asplind (AN 246, 423), after the 1932 reobservation of
the 1930 discovery.
